Despite climate change, uncertain responses and many possible adaptation options, governments must attempt to maintain and protect values across large, heterogenous, river basins. These values are many and span environmental, social, economic and cultural spheres. Here, we aim to identify the current strengths, challenges and opportunities associated with managing large rivers at scale and then proposes a framework to assist. We identify strengths in the ability to manage at catchment scales, over annual and seasonal time scales and extensive hydrologic knowledge, along with the capability to deal with actions under the direct control of managers.
