The Sustainable Diversion Limit (SDL) Assessment and Response Framework describes the key concepts and components of SDL assessment and the approach to the development of initial responses, supporting transparency and consistency.
The Framework differentiates between assessment and response:
- Assessment – The SDL assessment evaluates whether the SDLs continue to reflect an environmentally sustainable level of take (ESLT) and support the achievement of environmental outcomes. This step includes compiling modelled and monitored data to identify those SDL resource units that are at risk, and to identify the drivers of that risk.
- Response – Viable response options are then considered. These may be volumetric or non-volumetric depending on context. Potential responses are developed taking account of the drivers of the risk, and the effectiveness and feasibility of available options.
For each of surface water and groundwater, the assessment draws on 3 scenarios or ‘lines of enquiry’:
- current implementation status of the Basin Plan
- full implementation of the Basin Plan
- full implementation of the Basin Plan under a range of plausible future hydroclimates.
