This report has been submitted as part of statutory reporting under Schedule 12 of the Basin Plan by the Murray–Darling Basin Authority (MDBA). It will provide an input into the 2025 Basin Plan Evaluation and inform the 2026 Basin Plan Review. It has been prepared to support the MDBA’s specified evaluation and reporting requirements set out in Matter 15 of Schedule 12 of the Basin Plan. It presents key findings and identifies areas for improvement in relation to Chapters 5 and 12 of the Basin Plan. It also includes a final section that presents Aither’s independent insights on the findings of this evaluation and implications for future improvements to the trading rules.
